A roof certification is a written statement of condition and estimated remaining life, usually required by an insurer or requested during a property sale. It is not the same as an inspection report — it is a shorter document making a specific assertion about how long the roof has left, which means it carries more weight and is correspondingly harder to obtain on a roof in doubtful condition.
Avalon has a roofing climate most of the country would not recognise: months of relentless UV with almost no rain, then the year's water arriving in a handful of concentrated winter storms. That pattern is harder on a roof than steady weather. Sun bakes the oils out of asphalt and hardens every rubber and sealant component until it cracks, and the failures sit there unnoticed through the dry months because nothing is testing them. Then the first real atmospheric river arrives and finds all of them at once, which is why leak calls across Los Angeles County cluster into a few weeks each winter. Low-slope and flat sections are the particular weak point here — they are everywhere in the local housing stock, they pond rather than shed, and their membranes are exactly what the UV has been degrading.

An inspection tells you the condition. A certification asserts a remaining life in years, which is what insurers and buyers actually ask for. It is a stronger statement and some roofs cannot be certified without remedial work first.
You get a list of what needs doing to meet it. That is often a small amount of specific work rather than replacement, and having it itemised is useful regardless of whether you proceed.
