Metal almost never fails in the middle of a panel. It fails at the fasteners, where thermal movement backs screws out and flattens the neoprene washers underneath, and at seams where sealant has gone brittle. A screw standing proud by a couple of millimetres is an open hole, and there may be hundreds of them on a roof. Both failure modes are invisible from the ground and both are straightforward to fix — which is why a leaking metal roof rarely needs replacing.
San Dimas has a roofing climate most of the country would not recognise: months of relentless UV with almost no rain, then the year's water arriving in a handful of concentrated winter storms. That pattern is harder on a roof than steady weather. Sun bakes the oils out of asphalt and hardens every rubber and sealant component until it cracks, and the failures sit there unnoticed through the dry months because nothing is testing them. Then the first real atmospheric river arrives and finds all of them at once, which is why leak calls across Los Angeles County cluster into a few weeks each winter. Low-slope and flat sections are the particular weak point here — they are everywhere in the local housing stock, they pond rather than shed, and their membranes are exactly what the UV has been degrading.
